Enhancing cFolder screen

Hello Experts,

I am looking to enhance the cFolder screen- Create Notification.

As per the current functionality, a notification is sent to all recipient marking all of them in 'TO'

Now is this possible that out of this recipient list, i have the option to mark few in 'TO' and others in ÇC'

Any help/input here will be highly appreciable.
